Job opportunity: HR Manager (3 Year Contract Position) Level 11

The HR Manager is responsible for managing all human resource functions for the National Arts Council.

Key outputs:

The HR Manager reports to the Chief Executive Officer and is responsible for developing and implementing all human resource management and planning activities including:

  • Organisational HR development strategies and plans
  • Annual performance management process including the signing of annual performance agreements
  • Staff development and wellness initiatives
  • Staff benefits and leave cycles
  • Recruitment and induction of new staff and employment equity targets
  • Annual HR policy reviews and legislative compliance
  • Assist Management in wage negotiations with Union
  • Management of annual departmental budget and HR service providers
  • Maintain Employee Relations
  • Represent HR on the HR Committee


  • Degree in Human Resources Management or other relevant tertiary qualification
  • 10 years experience as an HR practitioner with a good understanding of HR systems, processes and standards
  • 5 years HR management experience
  • Proven capacity and experience in employee development
  • Current knowledge of HR legislation and trends in human relations management
  • Excellent communication skills, both oral and written
  • Ability to multi-task and work under pressure
  • Experience in payroll and/or the VIP Premier HR System is an advantage
